The Former President's Woke Warning Misses The Continent's True Threat: Technological Decline.

The recent US national security strategy offers a misguided assessment of Europe. The document asserts that unrestrained immigration and what it terms "woke" policies pose an grave threat to European civilization. Yet, this argument is based on a fundamental misinterpretation of the reality. The true challenge facing Europe is not societal but technological and economic lag.

The Stark Economic Gap Separating Europe and the US

Statistics reveal a stark contrast. From 2008 and 2023, American economic output surged by eighty-seven percent, compared to a paltry 13.5% increase for the European Union. Over this period, European income per person dropped from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than major European economies like France and Italy.

Today, roughly half of the world’s top fifty tech companies are US-based, while a mere four are European.

The Innovation Shortfall: A Critical Question

The growing disparity stems from stronger efficiency gains in the US, largely due to breakthroughs and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, versus only fourteen in Europe.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Experts widely concede it is largely a contest between two involving the US and China, with European nations starting at a significant handicap.

Underlying Factors of the Continent's Technological Lag

A number of key factors explain this technological divide.

  • Venture Capital: The United States has a much more robust and more dynamic system for funding startups. The EU has yet to establish a true capital markets union, which caps the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a product under one regulatory framework to access a market of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven separate regimes, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the US, it is often considered a badge of experience.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

Despite these challenges, one can find reasons for hope. Policymakers are growing more conscious of the severe threat and have begun to advance substantial change. Key reports on European competitiveness and the single market highlight the necessity of sweeping reforms.

With the right policies and rule changes, these assets could support far greater levels of business-led breakthroughs.

Europe retains considerable advantages: high-quality human capital, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and high savings rates, these elements could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still significantly increase productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive crossroads. As the saying goes, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
